Recently finished writing a doctoral thesis carried out jointly at the Centre d’Etudes et de Recherches Internationales (CERI) at Sciences Po Paris and the Centre d’Etudes de l’Ethnicité et des Migrations (CEDEM) at the University of Liège, Belgium. His research focuses on the public policies covering populations that have been displaced due to changes in their environment. He conducted field studies in New Orleans after Hurricane Katrina, in Tuvalu, which is at risk from rising sea levels, and in China and Central Asia. Since 2007, he has been coordinating the research conducted in Asia-Pacific and Central Asia for the European research programme EACH-FOR (Environmental Change and Forced Migration Scenarios), which aims to describe the empirical links between migration and environmental change, from a comparative perspective. François is a researcher at the Institute for Sustainable Development and International Relations (IDDRI) and also teaches the geopolitics of climate change and the international governance of migration at Sciences Po Paris.
